Below is a follow up email regarding the water use License Application for the Hilton-Mondi Development. Please note that we have 60 days to comment.
Dear Registered interested and Affected Party
HILTON MONDI WATER USE LICENSE APPLICATION FOR THE WATER USES : FOR 21 ( c ) and ( i. ) FOR AREAS A TO D, AND 21 (f ) and ( g ) FOR AREA E
You requested to become registered as an interested and affected party in an Application for a Water Use License ( WULA ) in response to an advertisement that was placed in the 1st July 2015 edition of The Witness newspaper by Guy Nicolson Consulting CC as the appointed independent consultants dealing with this application. This email letter is therefore addressed to yourself in this capacity.
Since this advertisement there have been some delays in finalizing the application due largely to the substantial further studies that were required to be undertaken to satisfy the application requirements of the competent authority for this WULA in terms of the National Water Act 1998 ( Act 36 of 1998 ), who are the national Department of Water Affairs and Sanitation,.
Please note that, since this initial advertisement, there have been some changes to this application, in that the application finally submitted to the Department is by the actual development company, Arctic Sun Trading 17 ( Pty ) Ltd, and not the Laurusco Developments (Pty ) Ltd who represent the landowner, Mondi Limited. Also, the application now includes the construction and operation of a waste water treatment works to treat the waste water generated from the residential Area E within the overall development.
Please note that there is another waste water treatment works to be constructed to serve Areas A to D within the overall Hilton Mondi development. This is the subject of a completely separate application, where the Umgungundlovu District Municipality is the applicant.
In order to ensure that the public notification process is procedurally compliant in all respects, and to take into account the abovementioned changes a second newspaper advertisement is being placed in the Tuesday 3rd May 2016 edition of The Witness newspaper. The text of this advertisement to be placed is also attached to this email for your reference.
Attached to this email is the an Integrated Water and Waste Management Plan ( IWWMP ) prepared by Guy Nicolson Consulting in terms of the requirements of the Department of Water Affairs and Sanitation. This IWWMP provides a full description and assessment of the water uses being applied for.
Also attached is a Master Layout Plan which illustrates the relevant features of the Hilton Mondi development and the water uses that are being applied for.
You will note from the table of contents of the IWWMP that there are a total of 22 appendices associated with it, many of which are substantial documents in their own right. As it is not technically practical to email you all these appendices, a CD disk with your name on it containing the full report and its appendices has been left at the Hilton Public Library, with the librarian, at the front desk in the drawer below the printer, for you to collect, if you so wish.
Should you wish to provide any comments on this WULA, these are required to be provided within 60 days of your receiving this email and its attached documents. Any comments received will be responded to, and also provided to the Department of Water Affairs and Sanitation for inclusion in their consideration of this application.
