Not all doom and gloom At last there appears to be a glimmer of progress on various fronts. Which leads us to exercise a little patience. On the electricity front residents will have noticed activity at the Crossways Sub-Station which while necessary for resolving our problems is only part of the solution .The other upgrades in town particularly renewal of the cables from Retief Street to Quarry road which are essential to guarantee us a reliable supply are not happening. Rob Maitland Stuart has been in constant contact on our behalf with the Municipality and to use his terminology is at his wits end to get some response. However, residents will have noted the news that The Chamber of Business in Pietermaritzburg have the go ahead to do a complete assessment of the electricity supply in Pietermaritzburg which includes Hilton. This assessment will be to look at the situation as it is on the ground and then produce a plan to deal with the problems. This will obviously include Hilton so we will hold fire pending this report and the reaction of the Municipality. This if not satisfactory leaves us with little option but to pursue legal action, we already have lawyers investigating how best to pursue this. On the SRA matter (Special Rating Area) we have at last held a very constructive meeting with the Municipal Manager, Chief Financial Officer and Technical Manager of uMngeni who should be reverting to us soon. We have submitted the necessary Policy Document and By-Law and all the Municipality need to do is pass them. They are essentially paste and copy documents of what has transpired in many other Municipalities Interested residents can google Special Rating Areas to see what has happened elsewhere. We should have some news to report in the next 2 weeks. This will be a very important development in Hilton and has the potential to make what is already a very special place even better in terms of surroundings, security and other amenities. Once the enabling by-Laws have been passed by Council, we will then be able to commence an extensive process of consultation with our residents. Rest assured there will be no surprises and every ratepayer will be informed every step of the way. Your HRA is eager to grow active committee members, any Hilton resident who has relevant skills and the time to volunteer for any of our various portfolios is invited to connect.
